If you use a slower shutter speed (no problem since the IBIS take care of any camera movements, I have shot with shutter speed as long as 1,5 sec  and it's razor sharp!), go up in aperture and you will see the ISO go down. I have mine set to maximum ISO 25600.It seems that you are in the outskirts of what's possible to manage with this camera, despite it's a very capable one.The camera is set to Jpg only when delivered.
