I think if i were in your situation, i'd opt for the body first, then add the lens.
The choice between the 150-600 and the 300+1.4tc is a bit horses for courses. The 150-600mm gives you great flexibility, and is easier to use as you can zoom into your subject. A long range prime takes some getting used to at first. Its a bit like looking down a long thin tube, and locating your subject, but should yield slightly sharper imagery.

I agree with you there. The only lens I would buy first would be a wide or super wide zoom. I've just got back from a trying to shoot a barn owl in flight when the light was fading. Found my autofocus struggles and was using ISO 800 which is far from clean with the D3200. D7100 and my current lens would almost certainly have yielder cleaner results and a higher hit rate of shots in focus.
