Adobe CC Sync Files

What is the purpose to the sync files option on CC? Am I just saving to elsewhere or on my pc? I have tried uploading 1 file but its taking forever so wanted to know its purpose to see if I want to carry on

If you put photos in LR's collections, it will sync the photos and changes on your computer with the LR app on your cell phone/tablet

So its basically for if I want to access my files via the phone app?

Or a tablet... lotta folks carry a tablet, and do editing while they travel...
