Yes you need to find your cameras acceptable ISO Noise to Long Exposure Noise ratio by trying various ISO's and Shutter Speeds.

Don't under expose your night shots they will have more noise....

Thanks for the tips everyone. I will have to refrain from any outdoor night photography for at least the next week or so, as it is going to be below zero the next few days here in the Twin Cities. Will let you all know how things go.
