Late to the party here, but I think the image is back focused. I think the focus is on the water behind the bird or maybe the shore. Nothing in the photo looks real sharp, so there may have been some atmospheric distortion, as well.
Those of you in the southern US are probably used to seeing Wood Storks, but this bird is the first Wood Stork seen in Colorado in about 80 years. Fun to see here at the 40th parallel. I'm still sorting and processing, but these takeoff shots were fun to get.
