My son was stationed at Fort Hood in between deployments and was telling me how the cattle have the right a way for all the roads and that if you hit one you have to pay the rancher. Even the base is free range for the cattle.

As you can see, these cattle are in a drought area, in San Angelo State Park, which has a dry lake and has been dry for several years.
