Website construction - anyone know if this can be done?

Not sure if something like this even exists..
Let me explain, this may seem easier for android users.. not sure if iPhones have this feature-

When you first start the phone for the very first time, you get a kind of splash screen which basically gives you tips on how to navigate through screens and stuff.
Some apps like es file explorer have it too.
Its a semi transparent screen, with writings and arrows to show what does what...
Its like a pop up, but not quite...

Is this possible to make for a website?
Let's say you want a kind of 'site map' or just tips which the user can close and continue with browsing...
Hope I made some sense with the description

You want like a semi-transparent overlay that contains information pertaining to the current page/window?

Do you want this for Phone, Tablet or Desktop?

Yeah.. I was thinking of something like that for my site am working on.. its fully responsive, so would need to work on all platforms I guess..
If nothing else, just on the desktop version at least

Be a whole lot easier to provide ToolTips that the user could toggle on/off as needed.

I don't know exactly what you want to do or what tools you're using to create your site but it could be done.
