Shutter Control while shooting Video with the D3300

How much control do we have over exposure shooting video with the D3300? I do have the manual control option selected in the menu. The aperture does seem to be manually controllable; however, it seems that the shutter speed is locked. I know that most pro video cameras have limited options for shutter speed because they rarely change it so Nikon might have it locked. I can still change the setting and number does seem to change on the display but the exposure doesn't actually seem to change at all in the video. ISO sensitivity does seem to have some effect. Also does anybody know what the bit rates are for the different video resolutions? Where can I find this information because I can't ever seem to find it.

Nikon wouldn't be considered a "Leader" in the video arena... I'd guess shutter speed is going to be closely tied to the frame rate you select... I doubt changing the speed in the middle of a clip would even be logical if the other 2 legs of the exposure equation are correct... A complete video is a series of video clips... clips are managed on a timeline in post-processing with or without transitions... If you want to change the pace of a clip, it would seem the logical place to do that would be in the post-processing software, and not the camera...

If changing the aperture and ISO is available during the filming... why would you want to change the speed from the selected value?
