Help!! problem with 18-200 VR

Got this lens used for a real deal. Now I think I know why.
When I turn on my D5000 with this lens it makes 4 clicks (the lens).
Seems to function OK, although sometimes will not allow me to take a picture. Not sure if that is even related to the clicking.
Sounds like the motor is moving and trying to lock on something?
Read somewhere to always turn off the VR mode on the lens before removing it from the camera.
Also read to turn the camera on, turn the VR on and off, then turn the camera off.
Any suggestions?

If it is not taking pictures, it is possible that the lens has not been able to focus on something. That would mean you are either to close to the subject or there is not enough light for the AF to work properly. Some lenses do tend to hunt in certain conditions. Perhaps you can find someone else who has a Nikon DLSR and try the lens on their camera to. It just may be that the mechanics in the lens are shot. Yes, when you attache your lens, camera should be off and VR and AF should be turned off on the lens. Any possibility of getting your money back?

The clicking is not normal. Sounds like something might be stuck inside of the lens... perhaps dirt or sand.

The not locking on is relatively normal, depending on how close your subject is, the lighting, etc.
