That is the problem. There is generally a degradation of quality with cheap filters. I know from experience. I bought a cheap CPL once and the IQ took a nose dive. I bought a quality one and my results were much better. Sharper and better color. You don't have to buy the top of the line but certainly not the cheapest
I have a friend here that only uses Singh-Ray Split ND filters. they are way out of my price range but I did find some Cokin ones that o look quite good and at a much lower cost. There are brands out there that cost 1/4 of what the Cokins cost but I think I would probably be throwing my money away buying them.

In the end I really don't think the most expensive brand is always the best but going the cheap route rarely works out.

When I was researching a CPL, there was one common thread among all of the reviews, you get what you pay for.

I found that the nisi line of circular polarizers does not degrade the photo when used on this lens

Then you should buy that one. I don't see the point of starting a thread when you already have your mind made up and are going to argue about suggestions made by others.

Search for a good used polarizer, on ebay and at the usual used camera/lens resellers. I found an older 95mm B&W CPL on ebay for 50 bucks. It may not be as awesome as the latest versions, but it's a high quality piece and very effective. So what's wrong with it? It probably causes more loss of available light than a newer one. That's OK because so far I've only used it when sunlight reflections over water were an issue, in which case there's no problem with not having enough light to spare.

One other accessory i needed a plastic wrench spanner to remove the filter couldn't get a good grip with my fingers alone

I carry a wide rubber band in my bag for that reason. It allows me to grip the rubber making it much easier to remove the filter.
