so for a brand new buyer, who hasn't had a DSLR before, what would the recommendation be between these 2?

I'll assume you have the budget for the 5200 kit, in which case D7000 would be the best choice. 51 and 52 are way too alike and 52 costs waaaaay too much for just a few more megapixels and built-in wifi to justify that leap in price.
