Neutral Density vs. Polarized

I am looking to take daytime photos of waterfalls, and would like to use a longer exposure to "soften" the appearance of the water. Which would be a better choice of filter? If it is a neutral density, any suggestions on the filter factor that I should start off with?

As I understand it, the polariser would help cut glare from water photography but probably only cuts 1 or 2 stops of light, the ND filters are available in differing densities allowing you to vary the amount that you want to extend your exposure, I think I have even seen a variable ND filter. ND's are the filters most commonly used to achieve that 'smoky' effect on waterfalls, rivers and waves :) You can usually buy a set of ND filters giving you that ultimate flexibility, I got mine off a certain well known auction site.
