Movies at 30 fps cannot physically use a shutter speed slower than 1/30 second. 30 fps only has 1/30 second to do anything.

Noise is less problem for movies than for still pictures. 1/30 is not all that slow, and even then, we only can see it for 1/30 second, so the next few frames of random noise sort of averages out the noise. We can shoot movies at very low light (meaning very high ISO) that still pictures simply could not tolerate (when we stare at it for several seconds).
