Depends on the level of your knowledge, and your budget. If you are buying a compact, point and shoot camera, it should have a sports mode for example. If you were using a DSLR then you may consider shutter priority - TV mode for example. Some DSLR's even have sports mode (similar to shutter priority)
Also learning photographic techniques such as panning with the subject using a slower shutterspeed to blur the background is an interesting effect to try. I do not wish to overwhelm you with options, there are so many choices, but you will have to do some research into what is affordable and what is within your skill set.
