No, the SB-24 is about 25 years old, and it has no clue how to do modern iTTL with todays digital cameras.
It does film TTL, which the D3000 cannot do, but which is very different than todays iTTL. Times change, gear needs to be updated.

The SB-24 can still do hot shoe Manual flash mode with the D3000. And it can do its Auto mode A (non-TTL automatic), if you manually set the current ISO and aperture values into its menu.

Modern flashes (SB-700, etc) are CLS, which is the modern (10 years ago) communication method between camera and flash. CLS flashes can get this info from camera hot shoe automatically, but the older SB-24 never heard of any of that, and cannot. So... for non-TTL Auto mode, you have to enter ISO and current f/stop into the flash menu.

For Manual flash mode, you simply set the power level you want. It will make a good manual flash, except its power level is only adjustable in full stop increments.
