I'm still working on a source for knowing when the Milky Way is visible. Supposedly a tool called a planishpere is whats needed. Still researching.

I use the free Solarium program and follow the Sagittarius constellation, it's connected to the cloudy part of the MW. Works like a champ.

Is it valid all year long or part of the year?

You tell it what date/time and then push through the different hours and watch the sky change. It can go out as far as 10 yrs in the future or 10 yrs in the past or just see what tonight or tomorrow night's sky will be like. I love it, you can use it to predict anything sky related from here to eternity.
