Was the engine running when you took this photo? Since the battery looks pretty new, I would suspect an alternator, regulator, or wiring issue. If you have the engine running somewhat faster than idle, I would expect to see a much higher reading if the issue was not the alternator, regulator, or a wiring issue. If the reading is over 14 volts, you likely have a battery issue.

Picture was standing voltage. The charging system and battery are good. The car has a parasitic drain problem. Its drawing .19 amps after everything shuts down. The usual culprits have been checked no lights staying on, ABS shuts off, radio shuts down. The BCM is was tested and ok or so I'm told. Have been looking for a shop that is willing to take on the project.

Bummer! This can be one of the biggest problems to find. Finding a good shop that has the desire and capability to find the issue without ripping you off can be a real challenge. The basic problem requires pulling each fuse, one at a time until the particular item/circuit is found, then finding the actual problem. Do you have critters in southern Florida that like to chew on wires? If so, this may be the problem.
