I use Darktable (used to be a paid product but now is open source)--it's excellent as a standalone RAW or jpeg editor (with an amazing number of editing modules I haven't even begun to explore) or you can integrate it with Gimp (likewise excellent and open source as well and getting more and more sophisticated with each new release). Lightzone is good, too (also open source)--I think they were the first to develop the zone mapping module based on Ansel Adams' work.
