Advice needed

I'm wondering how to do something similar to this. I use Elements software.

1. Create an adjustment layer using either levels or brightness.
2. Lighten that layer.
3. Create a mask on that layer using the layer mask icon.
4. Click on the layer mask. And then "control I" to make it black. This will reveal the original dark layer.
5. Use your paintbrush tool or whatever tool you need using the color white to draw on the black mask to show the light layer.

Or you can try this to see if it has a similar result.

Create a layer and use the paintbrush or whatever drawing tool you like and paint with white. Lower the opacity so the original image shows through.

Or you can try:
Use paintbrush and change it from normal to lighten.
