Technically it's a good shot. I might have suggested a smaller aperture than f/4.2 with a lower ISO since I'm assuming you were shooting from a tripod (?). Still the shot is well focused and exposure and white balance look to be pretty spot on.

What I think is weakening your shot is the composition. What I want to be looking at in this shot, really, is the building in the center, the mountain to the right of that building and a bit above and below. The left edge of your frame has a lot of tonal weight and it's unbalancing the shot overall. I'd also like to see that crane boom (I think that's what it is) poking in on the right edge about a third of the way down from the top removed and I think the shot is just a teeny tiny bit off kilter (I'd do these corrections myself by my laptop doesn't have Photoshop installed).

I think there's a much better shot in your shot, we just need a proper crop to help bring it out. This doesn't make this a great shot, but I think it makes for a simpler, more powerful shot with a strong subject and better balance:

I agree with the landscape orientation comment as well.
Also if you stop down to maybe f/8 or so, you will have more things in focus.

Was this shot on a tripod? If so, why 1600 ISO? With night shots on a tripod it is best to use the lowest native ISO.
I would have shot this as the following.
On tripod.
Aperture priority
ISO-100
F/8
delayed timer or with a shutter release cable.

I am going to go against the grain, I actually like the Portrait composition for this shot ...

I think with the tower in the frame it actually looks ok (to me), I would like to see the Crane either in or out, Personally I would probably leave it in for interest but have the full thing in there.

As others have said, Tripod is the way to go at ISO 100, nice low aperture F8 or 16 and I would bulb mode it to try different exposure lengths.

this is the first sunset i shot in Makati , Manila
i set my camera to Aperture Priority Mode, auto ISO, and actually i forgot to take the Polarizer off! haha
i didn't know anything about panorama, focus mode, narrower aperture for landsape, and Bulb mode that day. :D

@ Daz: grain comes from the high ISO right? i should've set it to 100
@Ted, @Donald: okay the crane looks weird ;)
