The reviews from photog sites about Eneloops is what turned me on to the Sanyo batteries, and I haven't looked back. However their charger leaves a bit to be desired if I've read the rumblings correctly. Namely, the fact that it charges in pairs and shuts off when the least discharged of the pair is done.

I'm looking for a quality charger that does singles that won't break the bank too much. Any recommendations?

I can't find a specific link to a reseller of this charger, but hunt around and hopefully you will find one in the states; LCD battery charger SCH808 from Shenzhen Spowerking Technology Co., Ltd. - Bizrice.com

The one I got (from the UK) was rebranded by the seller as their own, but it's the same.
Lets you charge 4 batteries independent of each other (ie you can mix AA & AAA betteries, and charge 1,2,3 or 4 batteries at a time).
Will detect faulty batteries (ie. ones that in most other chargers just appear to charge but don't!)
Will let you 'rescue' potentially faulty batteries (by draining the battery and then recharging it)
Lets you trickle charge the battery once charged so that if you leave it in the charger it's fully charged when you remove it.

Also, the charger I got came with a mains lead, a car socket adapter, and a USB adapter, so you can literally take it anywhere and charge your batteries (as long as you have access to one of those 3 power sources).

Only negative I can say is, if you want to use the rescue function, it does it for all the batteries in the charger at the time (no independent use of that function).
