First I would recommend leveling the horizon. Then I would crop to move the horizon off of dead center probably by cropping out some of the plain, uninteresting sky (unless the original image would allow more sky detail, then I would crop out some of the water). Then finally I would consider either converting it to B&W or increasing saturation to bring some color into the image. Increasing saturation would bring out the American flag and add a nice warm glow to the golden building on left with the twin antennas.

Composition is a matter of personal taste ,so I wont say much about that. I will say that to me it looks like too much water. Where is the point of interest? Is it the silky water, or the skyline?

If it is the skyline than it is too dark IMO. Maybe pull some of the shadows, add some white in post.
Overall the image looks a bit flat, nothing popping out at you to grab the eye.

The light behind the building with the twin antennas is very nice and interesting, but it looks too far away to make an impact on the image.
