Very good question because the best I ever used was the image viewer for Picasa. I still have it installed as my default image viewer on my main PC workstation despite Google having killed the Picasa project many years ago. The Nikon NX Studio image viewer is a bit lacking in comparison.

Edit: I found a source hosting the last versions of Picasa for download.

Downloading and installing Picasa is easy using the Windows installer. Upon launching the program, users can choose where Picasa import pictures from on their PC: select to either search through only My Documents, My Pictures, and the Desktop, or search the whole computer.

At this stage, you can also opt-in to use the Picasa Photo Viewer to view photos directly from Windows Explorer. The viewer can open various file types including .jpg, .bmp, .gif, .png, .tga, .tif and .TIFF, .webp, and .raw extension.

In addition, I know that NEF is supported. It loads the preview JPG embedded in the .NEF file and will then look for and load any profile file for the file.
