How can I do this..

I recently ran across this picture and was blown away. What settings/filter would be used to produce these kinds of results?

I would say it is metered for the sky, because the bg is in siloutte. You will need at least one flash in a softbox, if not two, to light up the subject, without destroying the siloutted background or sky.

PS: On reflection, it may have been an on camera flash, in a diffuser like the Gary Fong Sphere.

Looks like a grunge preset in either Lightroom or Photoshop to me.

It would be appropriate to give credit to the photographer.

I would say a little bit of fill flash, some desaturation and maybe some tone mapping, or contrast added...
