This is a feature of some zoom lenses that prevent the lens from zoom elements from moving when the lens is in a downward position. It is there to prevent damage to the lens when it is not being used.
The Sigma 18-200, has this lock, as stated above it stops the lens zoom from creeping and getting damaged, also its useful when taking wide shots pointing the camera down
