Lowest price compact camera capable of time lapse?

Yep, something like that. I have a Vello Shutterboss but there's 3 or 4 different incarnations of the same thing with different names and prices to go with it.

With that said, go to the bottom of the shooting menu on one of those D7000's listed in your profile. There's an option that says Interval timer shooting that might be of interest to you. ;)

If you're looking for a compact camera then I would suggest a lower-end or used GoPro. Unfortunately that's my only experience with timelapse cameras outside of using my DSLR. One thing I do like about using my GoPro for timelapse is I put it on an "egg timer tripod". So the camera slowly rotates as it does the time lapse. Adds a neat little effect.

I'm planning on trying that out with my GoPro. I saw a tip of how to get that effect without rotating the camera. Essentially cropping into the image a little and then panning from one side of the frame to the other. Would result in lower resolution but with DLSR image quality I think it would still look great.

That's right. I forgot the 7000's had that feature.

I don't want to use either of my d7000s for time lapse. Ideally I would have 1 d7000 on a tripod, the other at my side shooting whatever while the first is doing a long exposure. Then with a cheap camera I would shoot a time lapse. I had my phone tied up doing this but I don't like the fact that it drains the battery so quickly.

I just found a $70 action cam (go pro copy) on Amazon which I will give a try. Also to those taking about egg timers, there's a thing called the flo mo on eBay. 2hr 360 degree rotation vs 1hr 360 on the standard egg timer mount. Seems like a smoother/longer shoot to me.
