No it’s a 4-stroke. But def be a home brew motor.

Don't think its a home brew looks like a 1st Gen 50CC Maddog scooter. I too was wondering what it was.

It didn't have any name on it, only the dog, but you appear to have the correct scooter.

On the frame near the seat is were I got the Maddog from, then just did a search.
