This may have something to do with other things loading first. If one of those things is stuck loading it will delay the loading of the reply box. Everything else on the page has priority. That's the easiest way I can explain it.
That being said, I tweaked some things related to the reply boxes again to see if that would help.
Give your cache a clearing again if that doesn't help. I really wish there was a way to force cache's to clear from my end
