Exposure compensation not working

#1 When I am in M, I move my Exp comp to -5 to +5. It never change anything to my picture.

#2 Also in M. When I dial my Exp Comp in negative (eg: -3) the bars of the meter move toward the positive side.

M is Manual mode, and will not work unless auto ISO is on. The only thing that changes is your under/over exposure indicator according to what you dial in. Eg as you state in #2.

That's right, Manual exposure is manual, it can only use whatever settings you set. Exposure compensation cannot change those settings you set manually, so it cannot change the Manual exposure.

Compensation does change what the meter shows, but Manual uses your manual settings and does not use the meter. Manual is manual. But you do have the option to choose the Manual settings according to the meter (settings to zero the meter). If done that way, it would seem to be metered exposure then.

An exception would be if you also set Auto ISO. Auto ISO makes Manual exposure become automatic (over the relatively small range of ISO). It still cannot change the manual aperture or shutter speed, but Auto ISO can adjust ISO to possibly make those settings be correct (over the range of that adjusted ISO). And then Exposure Compensation would change the target goal for the Auto ISO to seek.

Is higher end models of Nikon work the same too in manual?

Yes, because M = Manual. It is the setting for you to control everything on your camera so that you control the exposure with your settings and the camera doesn't. If ISO is set to Auto, it will change for exposure compensation, however.
