should the e.v. go to a minus or plus exposure on its on?
Or is it a camera problem?
I've noticed on some photos that it has done that
without me pushing on the e.v. and turning
one of the command dials.

If you're shooting in manual and you're looking through the viewfinder, the EV will show you plus or minus whatever your settings are based on what the camera thinks the exposure should be. Maybe that's what you're seeing.

If you shoot in extremes it could do this as well. For instance in A mode at f1.4 at ISO 6400 maybe the shutter can't compensate and it's showing an over exposure. Tough call I guess. How do the pics come out? Do they look under or over exposed?

In manual both my cams show any EV adjustment I have selected even while they don't affect anything besides the metering and in case of the D3300 isn't even adjustable in M.

But I can't remember having the cam compensate when it was set to zero. I do know that in some auto-modes, it has more options available than me, or at least the data at times showed strange values in NX. But the times I noticed was only when using the D3300.

I keep seeing this thread's title, and fixating on a series of old TV commercials a long time ago, for a stock brokerage that went by the name of “E.F. Hutton”. The commercials centered around two people, surrounded by all sorts of noise and activity, discussing some financial matter. One of them says, “My broker is E.F. Hutton, and E.F. Hutton says…”, whereupon all the noise and activity around them would stop dead, with everyone trying to listen to what is being said. A voiceover then announces, “When E.F. Hutton talks, people listen.”.

There is a menu option to turn the EV adjustments to zero after the camera is turned off and then on. You can have the EV stay to where they were set the last time you used the camera or have it go to zero. I don't remember where exactly it is in the menu, but I remember setting one of my cameras to avoid the adjustments made for the last subject I had shot.

That's pretty weird. From those settings I would think the green building pic would be under exposed. I can't think of why it's doing that. Perhaps a call to Nikon?

Also just make sure you haven't accidentally switched your meter to "Spot". This could throw you off quite a bit and it does happen to all of us at one point or another.
