I just got my new (used) D700 in and I have a flashing +/- sign on the control panel and I can't figure out what that is or how to correct it. Any help would be greatly appreciated.

I can't remember encountering that issue. If all fails, see page 402 on your user manual.

I'd say that either the bracketing was turned on or the exposure compensation adjustment is activated.
