ISO issue with my D5200

Hello,
Im new to the forum. I've had a D3200 for a few years with no issues. Thought I would upgrade a bit and picked up a D5200 on ebay. It looks clean and I was VERY happy with the purchase until I noticed that no matter what I did, I could NOT manually adjust the ISO. I did the research and found the Shooting Menu - ISO sensitivity settings - Auto ISO sensitivity control. It was set to OFF. But no matter what I adjust the ISO (in manual mode), nothing changes. It shows 200 or 6400 (and everything in between) but the screen doesn't brighten or darken. I point the camera around the room and it looks like its still in auto mode... Even though it doesn't say auto next the the ISO number.

I'm stumped on this one. I've reset the camera... I've flashed the firmware. No changes. D3200 works like a charm... ISO no adjusty on the D5200.

Anyone have the same issue?
Any suggestions?
Is a "repair" in order?

is this in Live view on the back of the camera?

If so go into settings and turn off movie mode all of it , as this sets the Exposure time to 1/50 or 1/30 as its sort of expecting you to shoot movies

i found this out recently as i could not control exposure in live view
