What is the difference between these lenses?

Hi,

I am planning to buy a new lens but there is a HUGE! confusion. I don't literally understand the difference between these lenses (links below), both are 55-200 lenses. Also, I have heard that IS/VR is very important for lenses to have, does these both lenses have both? What is VR II ?

I have also noticed that there is a significant difference in these lenses with ED and IF-ED? I don't know what that is.

I hope you guys would help me out, I am an amateur and I am really clueless about understanding lenses. Please explain the detailed difference.

The only real difference is VR II versus no VR. The VR II version is slightly lighter and more compact but doesn't have IF (Internal Focus) so the barrel will extend for longer focal lengths, and retract for shorter focal lengths. Image quality for both will be all but identical.
