d3300 video lighting is too dark

Hi, I'm really struggling with the lighting quality in my video on my d3300. I have some nice lights for video setup (Diva ring light and also a Fovitec led panel light), and yet the output on the camera does not seem to be helped by the lights. I'm shooting on auto focus video with f/4 and 1/60 shutter speed and the 18-55mm kit lens. My ISO is 200. I can use the exact same settings and get beautifully lit shots on still shots, but somehow the video looks like I'm shooting in the basement at night and not by a fully lit window in the middle of the day as I am doing.

What is your camera mode? A,S,P,M ? Auto? Depending on mode, many of the exposure settings can change in movie mode, esp ISO which becomes Auto ISO in movie mode. The display on rear of camera shows the actual values while recording movies, and depending on mode, some of these can vary as you go along recording. The point is, do those numbers match your expectations while recording in movie mode?
