Live View Noisy in DigiCamControl and DSLR Dashboard

I'm using both programs, one on a Lenovo Flex 3 notebook running Win 10, and the other on an Acer Iconia tablet running Android. In both programs, the Live View is noisy. It would remind you of an analog television broadcast that was weak, or not quite tuned in, and you could see the raster (snow) in the image. This is with my D700, swapped a couple of different USB cables around, no change. This is my first time using both programs, so for all I know it may be normal.

Thoughts?

I had a D700 and Live View was noisy tethered using Nikons Camera Control Pro software. I think its normal. The actual pics are fine though. The lower the light level the worse it gets.

Ok, that mirrors what I am seeing. Worse in low light, pictures are fine. Very good, and thank you for the reply. Knowing it's not just my setup lends credence to the thought of what I am seeing is normal.
