Exporting images to edit

I've exported images from Lightroom-4 to Elements-10 so I can add filter effects on some images. All images are taken in RAW format But I when I choose the filters option only all of the effects options are available on only some images. Other images I can only choose some of the filter options. What am I missing?

My knowledge on this is very minimal, but could it be that some filters are designed to work only with certain formats?
When you export from LR to PSE, it get's converted to a TIFF, so that could be the issue?
