When I renewed my driving licence, the local chemist had a photo express in there with pictures within 1 hour, and they did passport pictures,
spoke to the gentleman there, who took my picture, then he had a little machine, which cut the photo to passport size.

Do they have a phone number, you could give them a quick call and see what they say.

You can provide your local drugstore or photo print shop a larger image that will print like standard 6x4 inches, but which contains within it a suitable 2x2 inch head shot, which you can cut out and use. 2x2 inches is 1/3 width and 1/2 height of a 6x4 inch photo. Have 2 or 3 copies printed, so you can correct first cutout mistakes.

I am talking about UK things that I have never seen, but I can do Google. :)

Top of page 10 says "provide a passport sized colour photograph".

Look at the US passport instructions then, same, but more detailed.

It says Minimum 600x600 pixels, Maximum 1200x1200 pixels, printed 2x2 inches.

See Image Resize - Cropping, Resampling, Scaling for photo editor instructions.

In PS just click the image tab and select image size then change to your size you need there. Then save.
Or you can click file tab then new. Make the size you need then layer your picture on top of it. then scale your picture down to that size.
