Lens flare - effect

Hey guys, hope you're all doing good ! I have a question. How do you achieve good lens flare ( sun star shape ) and also I like the look when theres a star effect as well as a circle around it. here's an example so have a look Instagram

Wasn't there a lens-flare plugin for PS? I remember toying with them many moons ago but can't remember which program.

Small Aperture ie f22 will create this effect on bright lights.

I'd like to know the trick for that. I've just been shooting inside here at f/32. Next to the light, directly at the light. As a result, I see all kinds of spots myself but the pictures show no flare.

I must be doing something wrong.

i know I have to use f22 and I do use it. I get the star effect but it is rather small compared to what I am trying to achieve really, also the circle around it, it never comes out on my photo even with f22 directly to the sun, no matter what I do ..
