Pastel Painting Effect

Does anyone know of any post processing software that lets you convert a photo to a Pastel Painting? When I had my Nikon D5300 it was one of the effects. I now have a D7100 and this effect is not available. It's not in my Lightroom software either. I have a couple photos where I used this effect and it is really nice.

if you upload one of the photos you are trying to emulate again we would have a better idea of the final effect you want to gain, that said, here is what color efex 4 can do:

not sure if that is pastelly/painty enough for you needs, but you can download a trial of the Nik Collection here Google Nik Collection

Elements10 has a bunch of filter effects you can apply. Here is one I did of my three boys on the beach, although I forget what effect I used.Boys on beach ( filter applied).jpg

elements may not have a specifically named filter, but it may just be a case of using one of its filters as a starting point and then tweaking things like saturation, contrast, vibrancy, structure etc..

maybe try playing with some of the effects for a while, you may find that you can make a "formula" that suits you and gives you a unique look
